Vivian was born in Portage la Prairie, Manitoba to a single mother who immigrated to Canada from Taiwan, the Republic of China in 1980. Shortly after she was born, they moved to Winnipeg. After graduating from high school, she received her Diploma in Legal Administrative Assistant from Robertson College in 2001. Vivian has worked as a Legal Administrator for two large corporate commercial law firms in Downtown Winnipeg for 14 years. Vivian and her husband are raising their two young children in the community, together with her mother. She is also a competitive arm wrestler and in 2018 won Bronze in Canada in her weight class.
Vivian first entered City Hall as a volunteer and later staff to Mayor Brian Bowman. She transitioned from the Mayor’s Office and worked as Executive Assistant to the Point Douglas Ward predecessor, Mike Pagtakhan for 3 years. On October 24, 2018, Vivian successfully won the 2018 Civic Election to become the first female City Councillor for the Point Douglas Ward, as well as the first Taiwan-Canadian to be elected to Winnipeg’s City Council.
