Spray Pad Investments Fund

Moved by Councillor Santos,

WHEREAS spray pads are important outdoor recreational amenities providing accessible water play experiences for families and children;

AND WHEREAS spray pads are an excellent and economical source of providing an outdoor, free of charge, amenity to Winnipeggers and the community;

AND WHEREAS current the Council adopted Recreation, Leisure and Library Facilities Policy (RLLF) provides direction on replacing and consolidating end of service life wading pools with new accessible spray pads;

AND WHEREAS there are wading pools in the Lord Selkirk West Kildonan community that are coming to the end of their useful service life;

AND WHEREAS the majority of the 81 existing wading pools throughout the City were built in the 1960’s and 1970’s and are reaching the end of their useful service life;

AND WHEREAS there is a desire to rationalize old end of service life wading pools with new accessible spray pads;

AND WHEREAS there is an inequitable distribution of wading pools and spray pads throughout the city, with some neighborhoods having no outdoor water amenities and others having multiple facilities within a reasonable walking distance;

THEREFORE BE IT RESOLVED that an annual Spray Pad Investment Capital Program in the amount of $1M per year be referred to the 2020 Capital Budget process, with increases for inflation for each year thereafter;

THEREFORE BE IT FURTHER RESOLVED that $300,000.00 also be added to the amount of $1M per year to be referred to the 2020 Capital Budget process, with increases for inflation for each year thereafter for the purpose of replacing pools with other outdoor activities that are more sustainable;

THEREFORE BE IT FURTHER RESOLVED that upon Council adoption of the Winnipeg Recreation and Parks Strategies, the Spray Pad Investment Fund be utilized for the development of new spray pads and rationalization of older wading pools, based on defined customer levels of service and forwarded to the Standing Policy Committee on Protection, Community Services and Parks.
